1. Purpose of the site
The site aims to promote, disseminate, and map European OpenSource projects. No commercial services are offered and no personally identifiable user data is collected.
2. Access and use of the site
- Access to the site is free of charge.
- It is forbidden to use the site for illegal, fraudulent, defamatory, offensive purposes, or in any way that may harm third parties or the site itself.
- It is forbidden to attempt to breach the security of the site or interfere with its operation.
3. Intellectual property
- Unless otherwise specified, the contents of the site (texts, logos, images, code, and everything included in the europeanopensource.eu repository) are released under the LICENSE.
- Trademarks and logos of third parties belong to their respective owners.
4. Third-party content and external links
- The site may contain links to third-party websites. We have no control over such sites and are not responsible for their content or for any damages resulting from their use.
- The inclusion of links does not imply approval or affiliation.
5. Limitation of liability
- The site and its contents are provided "as is", without any kind of warranty, express or implied.
- We do not guarantee that the site is free of errors or content that does not comply with the manifesto and rules. Any errors or omissions will be promptly corrected as soon as we become aware of them.
- To the extent permitted by law, European OpenSource shall not be liable for direct, indirect, incidental, or consequential damages arising from the use or inability to use the site.
- Nothing in these Terms excludes or limits any liability that cannot be excluded or limited under applicable law (including liability for fraud or fraudulent misrepresentation).
6. Project submission and admission criteria
6.1 Mandatory eligibility criteria
All projects submitted to the platform must meet the following mandatory requirements:
- European membership: At least one of the following criteria must be satisfied:
- Company incorporated in an EU Member State
- Extra-EU company with at least 2/3 of founders holding EU citizenship
- Developer/creator with EU citizenship
- European values compliance: Projects must demonstrate:
- Respect for privacy
- Accessibility and inclusivity principles
- Sustainability and responsibility practices
- Contribution to the common good
6.2 Quality criteria (accelerated evaluation)
While not mandatory, projects meeting the following quality criteria will receive accelerated evaluation and priority consideration:
- Solves a real-world problem with demonstrable impact
- Complete user documentation and usage guidelines
- Comprehensive developer documentation
- Identifiable maintainers (non-anonymous)
- Active project maintenance and development
6.3 Submission process
The project submission process consists of the following phases:
- Project submission: Complete the submission form with repository details, license information, contact details, and project impact description. More comprehensive information provided will result in faster evaluation.
- Editorial and technical review: We verify European eligibility, documentation quality, governance structure, and maintenance status according to our criteria.
- Publication and promotion: If approved, the project is published on the website and GitHub repository, gaining visibility within the European community.
6.4 Project removal and discretionary decisions
- Continuous compliance: Any project may be removed at any time if it no longer meets current or future admission criteria.
- Discretionary authority: European OpenSource reserves the right to reject or
remove projects for reasons beyond the defined criteria, including but not limited to:
- Violation of our manifesto and values
- Inappropriate conduct by project maintainers
- Legal or ethical concerns
- Platform quality and reputation protection
- No guaranteed acceptance: Meeting the criteria does not guarantee project acceptance. All submissions are subject to our editorial review and final approval.
- Communication: Project submitters will be notified of decisions through the contact information provided in the submission form.
6.5 Criteria evolution
- Dynamic criteria: Admission criteria may be updated to reflect evolving European digital sovereignty needs and open-source best practices.
- Retroactive application: New criteria may be applied retroactively to existing projects, potentially resulting in their removal from the platform.
- Notice period: Significant criteria changes will be communicated with reasonable advance notice when possible.
6.6 Responsibility, recourse, and editorial finality
- Third-party content: Projects and related materials are provided by third parties. European OpenSource does not create, verify, or assume responsibility for their accuracy, legality, safety, or compliance with third-party rights.
- No liability and no recourse: As a not-for-profit initiative operated on a best-effort, volunteer basis, European OpenSource shall not be liable for any claim, damage, loss, or cost arising from the submission, listing, use, or removal of any project. No form of recourse, indemnity, or compensation shall be due for any reason.
- Editorial discretion is final: All editorial, curatorial, and moderation decisions are sole, final, and non-appealable.
- Indemnity: By submitting a project, you represent that you have the right to do so and you agree to indemnify and hold harmless European OpenSource from any third-party claim related to your submission and content.
- License to use submissions: You grant European OpenSource a worldwide, non-exclusive, royalty-free license to host, reproduce, display, and communicate to the public the materials you submit (including descriptions, screenshots, and logos) solely for the purposes of reviewing, listing, promoting, and archiving the project on our website and related channels. You retain all ownership in your content and may withdraw it by requesting removal; archival copies may persist for compliance and audit purposes.
7. Changes to the terms
- These Terms may be changed at any time. Changes will be published on this page and will take effect from the date of publication.
- Continued use of the site after changes implies acceptance of the new Terms.

9.2 Our response
- We will review complete notices and take appropriate action, which may include removal or restriction of access to the content, and—where required—notification to the user who provided it.
- We may ask for additional information to verify your claim.
- We will reject abusive or manifestly unfounded notices.
10. Governing law and jurisdiction
- If you are a consumer habitually resident in the European Union, you benefit from any mandatory provisions of the law of your country of residence (per the Rome I Regulation).
- In all other cases, and to the fullest extent permitted by law, these Terms are subject to the laws of the EU Member State of the operator’s establishment and the exclusive jurisdiction of its courts, without prejudice to mandatory rules on jurisdiction (including the Brussels I Recast Regulation).
11. Miscellaneous
- Severability: If any provision is held invalid, the remaining provisions remain in force.
- No waiver: Failure to enforce any provision is not a waiver of our rights.
- Assignment: You may not assign or transfer your rights under these Terms without our prior written consent.
- Entire agreement: These Terms constitute the entire agreement regarding your use of the site.
- Language: These Terms are provided in English; translations may be provided for convenience only.
